SABnzbD will not start

Windows 8.1- worked yesterday and I did the upgrade this morning, now SABnzbD will not load : THIS PAGE CANNOT BE DISPLAYED
Latest verson
No skin
Norton 360 and program is cleared to connect
IPV6: I do not think so; I have yet to see a connection
Program will not start

Port 8080 is available and grabbed by the program but will not load.

Any help appreciated.

Stop SABnzbd (use the Task manager).
Press WindowsKey-R and type:
cmd
Enter
In the new window, type (include the quotation marks):
"c:\program files (x86)\SABnzbd\sabnzbd-console.exe"
or, if that fails:
"c:\program files\SABnzbd\sabnzbd-console.exe"

Then look for error messages.

I uninstalled and re-installed and no change. On a whim I tried running as an administrator and it started right up. Win 8.1 is not as seemless an upgrade from 8.0 as I expected.

It might still be interesting to use the diagnostic method I suggested.

It's a network ip Address binding problem. I've 8.1 on two machines connected in LAN. On the machine where SABnzbD is installed I can't access the web gui by using 127.0.0.1 or the ip Address of the network card. If I use the other machine I can access SABnzbD by using the IP Address of the other machine.

So I think it's a binding problem of SABnzbD which can be see only on Windows 8.1

Are you using a software firewall?
In the past we've seen that some third-party firewalls are allergic to 127.0.0.1
Maybe 8.1's firewall has the same issue.
I haven't been able to test on 8.1 yet.
