when ever their is a stuck download , my entire queue gets stucks , time out deosnt work .Please help. Running 4.0.2 [3a6f044] on W10 64bit

Check your connection in Status and Interface settings window.
Use Test Server in Config > Servers.

In SABnzbd's upper right corner, click on the wrench symbol ("Status and interface options"), then click on first tab Status, click Test download 1GB. After downloading, what is the result of that download?

Test file downloads fine , but my issue is if there is a stuck download the entire queue is held up even after 24hrs. Is there anyway to fix this

Yes, I understand you want that.
First glance: first download is 88 GB, second 50GB, etc. Total ... guesstimate ... at least 20 * 50GB = 1000GB. Whereas SAB says "13.7GB left" (low), and Free Space is 508 GB. So it's certainly not going to fit. I'm don't understand what the "Checking" is doing. You have no pre-processing or post-processing scripts activated?
Anyway: I would start by removing them all from the Queue. And then do one download.

No i don't have any scripts enabled
tried removing and adding multiple times with no relief

Can you check this:
in SABnzbd:
1. go to Config -> Switches
2. in upper right corner: turn On Advanced Settings
3. then search "Check before download". Turn it off
4. click Save Changes
in SABnzbd:
