So here are my results

rufus@rufus-desktop:~$ rm /home/rufus/.sabnzbd/sabnzbd.ini
rufus@rufus-desktop:~$ locate -i sabnzbd.ini
/home/rufus/.sabnzbd/sabnzbd.ini
rufus@rufus-desktop:~$
My computer is still saying that sabnzbd.ini is where it was
attempting to log onto SAB by going to https://127.0.0.1:9090 resulted in the following error message.
An error occurred during a connection to 127.0.0.1:9090.
SSL received a record that exceeded the maximum permissible length.
(Error code: ssl_error_rx_record_too_long)

Check your connection in Status and Interface settings window.
Use Test Server in Config > Servers.
We will probably ask you to do a test using only basic settings. - Do you experience problems during repair or unpacking?
Enable +Debug logging in the Status and Interface settings window and share the relevant parts of the log here using [ code ] sections.

After coding rm /home/rufus/.sabnzbd/sabnzbd.ini and rebooting, I was able to run through the setup wizard again and get SABnzbd+ working again. Thanks for helping me out, I know it's not always easy working with nubes, but we have to learn somehow. Any suggestions on good literature for new Ubuntu users wouldn't hurt.
