It is possible to configure Sabnzbd as main dashboard, it will then show boxes on the main screen based on the download categories.
if there are any download in the history which are under a certain categorie it then will place a box with the last 10 downloads of that categorie.

So ... what does it monitor from SABnzbd? For example: does it monitor the response / health of newsservers? Or completeness of posts? Or ... ?

At this moment it is just an dashboard to combine all of the webbased usenet tools which are around at this moment.
at the Main screen it will show you the current download details and more, see screenshot at
http://www.zumron.net/main.png
The top10's are based on the Categories which are made in Sabnzbd.
If you want it to monitor other things please let me know, i will try to build it in.

Just checking: it is PHP code, so I need to run a webserver that does PHP, right?

Yes you are right
You need a webserver with PHP5 and Mysql-server installed
For windows users without a webserver or a linux server you can use a WAMP installation it contains all the packages you need.

Note that there has NOT been an update in 3 months.
So perhaps this project is dead already, a shame.
