Windows 10 Toast Notifications 2.0

Please consider adding improved toast notifications for sabnzbd making use of heroimages, progress bars and a button the view the Interface.

Unfortunately there's no Python-bindings/modules for these new notification styles. I am already lucky that someone figured out how to make the tray-icon. The code to do this barely makes any sense to me after all these years..
Someone with good understanding of Windows-API's might be able to make this work using either ctypes or win32api Python modules.
