Bandwidth Lost

So I've been using SABNZBD for a couple months now, my download speeds have been a constant 2MB/sec. Until last night, when I reformatted my PC and loaded Win7. Now my speed is, at most, 1.5MB/sec. Will often dip down to 1.2MB/sec. Has anybody else had this problem? Any ideas on how to correct it?

I've installed the latest drivers for all the devices in my PC. Even the NIC.

Sounds like the issues I've seem with Win7 and its auto tuning feature.

Do a speed test before and after using speedtest.net to see the difference auto tuning can make.

Tried it, as well as turning off Remote Differential Compression and specifying the NIC speed to 1 Gbit full duplex. Still no luck. Seems to max out at 13 Mbits, though I pay for 20 Mbits.
