I noticed (and I have never tried this before) but I had left Sabnzbd in a paused state because my cable company added some stupid cap (How are they allowed for you to pay then for a full month of service but only be able to use it for 1 day at full bandwidth anyway?). When I restarted my computer Sabnzbd came up and started in an unpaused state and started right on its way downloading. I assumed it is supposed to start up in the state it was left in, but maybe not?

It does not restart in paused state because you closed in paused state.
There are only two ways to start in paused mode.
Add the -p argument to the shortcut (or command line).
Schedule a pause event. SABnzbd will start paused when that event would have occurred before startup.
